PETITION IN RELATION TO COCKBURN CEMENT LIMITED
To the President and Members of the Legislative Council of the Parliament of Western Australia in Parliament assembled.
We, the undersigned recommend:
amendments to the licence granted to Cockburn Cement Limited (CCL) under the Environmental Protection Act 1986 (Act) (and any other law if necessary), to limit dust and toxic gas emissions from CCL’s licensed facility at Munster, and, in particular:
(i) immediately stop CCL burning coal at the facility;
(ii) permanently prevent premises licensed under the Act burning coal in the City of Cockburn;
(iii) require CCL to remove all coal stockpiles at the facility and remediate those areas;
(iv) require CCL to cover lime kiln dust waste dumps and shell sand stockpiles at the facility with a solid material of sufficient density to prevent dust becoming airborne;
(v) require CCL to fully enclose its Portland cement operations at the facility to prevent cement dust escaping into the environment;
(vi) require CCL to install effective pollution reduction technology to significantly reduce the range and quantity of toxic gases and particulates emitted from the kiln stacks at the facility; and
that the Environmental Protection Authority be directed to review relevant regulations under the Act and CCL’s operations at the facility to prescribe limits on toxic gas and particulate emissions for the facility, based on current medical and scientific literature to best protect the health of nearby residents and their children.
We therefore ask the Legislative Council to recommend to the Minister for the Environment to instruct his department to implement the foregoing.
